The phrase 'back to the basics' is a stark reminder of the importance of enhancing capacity. Capacity strengthening is the basic foundational pillar that ensures the viability of an organisation. Interestingly, we often must be reminded of the importance of building our organisation's capacity.
Just like in the business sphere, CSOs are formed with the intention of operating successfully and sustainably. The only difference is that the formation of CSOs is often driven by a social need or a community problem instead of a profit motive. Therefore, capacity development is essential to ensure that CSOs do not only survive but also thrive.

The second edition of Social Accountability Guidebook for CSOs is a learning resource that is intended to support the building of a community of practice of social accountability practitioners, advocates, and champions in West Africa. This guidebook is an updated version of the first edition which was published in 2018. The Guidebook presents case studies of social accountability initiatives from the West African region, interspersed with definitions of terminologies related to the concept. It is intended to deepen understanding and foster appreciation of the concept of social accountability, its potential for strengthening accountability in the region, and the challenges that may be encountered in implementing social accountability initiatives in the West African Context. It is hoped that the Guidebook will serve as a catalyst for further development and tailoring of the concept of social accountability in West Africa, by CSOs, development practitioners, local and central government agencies, the donor community, and all others who are interested in advancing accountability in West Africa.

Artificial intelligence (AI) is not only undergoing a renaissance in its technical development, but is also starting to shape deterrence relations among nucleararmed states. This is already evident in East Asia, where asymmetries of power and capability have long driven nuclear posture and weapon acquisition. Continuing this trend, integration of AI into military platforms has the potential to offer weaker nuclear-armed states the opportunity to reset imbalances in capabilities, while at the same time exacerbating concerns that stronger states may use AI to further solidify their dominance and to engage in more provocative actions. This paradox of perceptions, as it is playing out in East Asia, is fuelled by a series of national biases and assumptions that permeate decision-making. They are also likely to serve as the basis for AI algorithms that drive future conventional and nuclear platforms.

This World Bank Study provides a basic diagnostic of residential piped water coverage and affordability in Uganda and its relationship with poverty using a series of nationally representative household surveys for the period 2002–13. The study fi rst analyzes trends in piped water coverage using both administrative and survey data. Demand-side and supply-side factors reducing the take-up of piped water service by households in areas where the service is available are estimated. The study also documents the extent to which piped water coverage enables households to shift time use away from domestic tasks toward market work, and the benefi cial effect that this may have on poverty. The targeting performance to the poor of water subsidies is estimated and results obtained for Uganda are compared with estimates for other countries. Finally, the study analyzes issues related to affordability—including the impact of the tariff increase of 2012 on household consumption, poverty, and piped water affordability—as well as the cost for households to connect to the piped water network.

This World Bank Study provides a basic diagnostic of access to safe water and sanitation in Uganda and their relationship with poverty. The analysis relies on a series of nationally representative household surveys for the period 2002–13, as well as on qualitative data collection. The study first relies on household surveys to analyze trends in access to safe water and some of the constraints faced by households for access. The issue of the cost of water for households without a connection to the piped water network is discussed. This includes a discussion of public stand pipes. Next, qualitative data are presented on the obstacles faced by households in accessing safe water. The next two chapters are devoted to sanitation. The focus is again first on analyzing household survey data about sanitation, including with respect to toilets, bathrooms, waste disposal, and hand washing, and next on an analysis of qualitative data from focus groups and key informants. Finally, the study reviews some of the policies and programs that have been implemented in order to improve access to safe water and sanitation for the poor as well as options going forward.

Many middle- and low-income countries are experiencing rapid urbanization, which creates a need for services, including sanitation. While some areas in some towns and cities are sewered, most people, especially the urban poor, continue to use various forms of on-site sanitation. These require periodic emptying and the material removed from them must be treated before reuse or discharge to the environment.

Even a small grant may help citizens in a given community or demographic gain access to credible information that will help them participate in civic life.
