El presente estudio revisa la legislación de Chile en comparación con países con alto nivel de desarrollo de filantropía miembros de la OCDE y países de América Latina. A la luz del diagnóstico que existe respecto de las dificultades que plantea el marco legal chileno, disperso en múltiples legislaciones incongruentes entre ellas, este estudio permite comprender cómo estos diferentes países tratan elementos fundamentales de un marco legal que facilite el desarrollo de la filantropía. Así, en esta publicación es posible vislumbrar cómo los países han avanzado hacia marcos legales integrados en una Ley General de Filantropía, donde el criterio de bien público es central para determinar las instituciones donatarias y otorgar beneficios tributarios, donde se facilita la donación de la herencia y la constitución de endowments y donde la transparencia permite no sólo construir confianza entre los actores, sino también de cara a la opinión pública. El estudio revisa estos temas, destaca distintos casos y propone una serie de recomendaciones para modernizar el marco legal chileno, a partir de las lecciones derivadas del análisis comparativo tanto de países que cuentan con una práctica filantrópica robusta como de países de la región con un ethos histórico cultural y económico compartido.

The Mapping Digital Media project examines the global opportunities and risks created by the transition from traditional to digital media. Covering 60 countries, the project examines how these changes affect the core democratic service that any media system should provide: news about political, economic, and social affairs.In Colombia, analog free-to-air television is still by far the most influential source of news. Digitization seems to be increasing both the quantity and range of news and the total public consumption of media as many traditional outlets now have online versions, while some new online only outlets have been born in recent years and gained recognition as news providers. Internet use is increasing very fast in urban areas and higher socioeconomic groups.Public media have been strengthened in recent years and public service provision is considered an important issue in Colombia. The transition to digital terrestrial television (DTT) is seen as both a challenge and an opportunity to public media. Digital activism too has grown in Colombia, and active internet users have proved the power of social networking, which has become very popular. Political debates and hostage rescue operations have, among others, triggered big digital mobilizations, especially on Facebook and Twitter.The policy and regulatory framework for digital media is still being defined as the media regulatory framework itself is functional, but there are several procedural flaws in the implementation.

The publication seeks to allow social investors, philanthropists, company executives, CSO leaders (civil society organizations), peripheral social and collective movements, as well as intermediary developers in the field to have a macro view of what emerged in the period, as well as suggestions and recommendations for making strategic decisions and tactical-operational guidelines that increase the efficiency and effectiveness of actions and the qualification of social investment as a whole.In addition to the report, also access the database used in the production of the guide: Mapping initiatives against Covid-19.

This study focuses primarily on the 'Final Report' of the OAS audit of the election results and shows how the authors of that report misrepresent the data and evidence found in the audit in an attempt to further bolster their claims of intentional manipulation on the part of Bolivia's former electoral authorities. The OAS Final Report identifies many real problems with the management of the elections that should be addressed. However, despite claims to the contrary, it does not provide any evidence that those irregularities altered the outcome of the election, or were part of an actual attempt to do so.

Para discutir el tema de la reducción del consumo de carne, primero debemos revisar la forma en que las personas conciben a los animales. Almirón y Tafalla (2019) afirman que la única manera de contribuir al medio ambiente es a través de la ética y la consideración hacia los demás animales. Lo examiné en mi tesis doctoral y lo actualicé con las situaciones y problemas por los que atraviesa Argentina en la actualidad.El consumo de carne responde principalmente a las representaciones sociales existentes (y circulantes) de los animales que la gente considera comestibles. ¿Qué son las representaciones sociales (RS)? Las RS son un conocimiento espontáneo e ingenuo, comúnmente llamado sentido común (a diferencia del conocimiento científico). Este conocimiento se forma a partir de nuestras experiencias y de la información que recibimos y transmitimos a través de las tradiciones, la educación y la comunicación social. Se trata, pues, de un conocimiento socialmente elaborado ycompartido (Jodelet, citado por Araya Umaña, 2002). Entendemos las cosas a través del filtro de estas representaciones sociales. Por eso es tan importante entender las representaciones que circulan sobre el consumo de carne y las dietas vegetarianas porque eso nos permitirá saber dónde intervenir para transformar esas representaciones.Existen cuatro elementos clave en las representaciones sociales del consumo de carne en Argentina.1. Un sistema de creencias que apoya el consumo de carne.2. Una profunda estigmatización del veganismo.3. Los Macro-relatos sobre la carne y los productos lácteos.4. Las características de una forma particular de pensar y hacer activismo en el colectivo vegano.

The OAS final audit of the Bolivian elections, published on December 4th, concludes that there was "intentional manipulation" and "serious irregularities" that make it impossible to verify the results of the election. Members of the de facto government and other critics of former president Evo Morales have used the findings of the OAS audit to corroborate allegations of electoral fraud leveled in the hours and days following the vote. But the following analysis shows that the report itself presents a biased and misleading account of the audit's findings, presenting serious inaccuracies and downplaying or ignoring altogether any evidence that runs counter to the fraud narrative that the OAS has promoted since the day after the election.This analysis is not meant to serve as a validation of the electoral results themselves. Rather, it is an analysis of the OAS's actual findings and of the neutrality and rigor of the audit itself. This is not about supporting one political party or candidate over another. Nor is it solely about Bolivia. This is about the need for independent electoral observation in the hemisphere, and about accountability for an organization that has abandoned any semblance of neutrality under the leadership of Secretary General Luis Almagro.

This report examines Ecuador's March 2019 agreement with the International Monetary Fund (IMF) and finds that Ecuador is likely to have lower GDP per capita, higher unemployment, and increased macroeconomic instability under the program. Even the program itself, the authors note, projects Ecuador to have a recession this year and increased unemployment for each of the first three years of the program. But these projections are optimistic, the report concludes.
